CenEA’s Commentary presents consequences of proposals regarding central government budget for 2015: nominal freezing of parameters of the Personal Income Tax system on the one hand and introduction of refundable child tax credit and minimal amount of indexation of pensions on the other. According to our analysis this policy will overall cost the budget about 1.5
bn PLN. Over 6.9 mn households will gain, out of which 2.1 mn families with children, mainly with low income. However, the policy of nominal freezing of PIT parameters will result in about 5.5 mn households (2.8 mn households with children) having lower disposable incomes than in current system.
